NATS consultation and Stansted airport plans to re-route more flights over the Parish of Felsted
A consultation document has been issued seeking comment on a proposal to redirect flights currently routed South from Stansted, onto easterly routes. This will move all of these outgoing flights onto routes which will fly over, or along the edge of, the Parish.
The council are extremely concerned about the resulting noise and air pollution and believe that key aspects of the resulting impact have been ignored, including those on the schools in our Parish and the added impact of increased noise and air pollution over largely rural areas.
The benefits claimed for the changes are also proving to be questionable. The consultation highlights savings on CO2 as their main benefit, but analysis by the council, backed by calculations from the ‘Stop Stansted Expansion’ campaign shows that the saving is actually less than 1%.
Felsted Parish Council are planning to object in the strongest terms and will share that response here. In the meantime we would encourage everyone to review the proposal and make your own submissions, the more people who make their voices heard the more the consultation process will listen.

ROYAL VISIT TO FELSTED ON 6TH MAY 2014
The Queen and the Duke of Edinburgh visited Felsted School on May 6, as part of the celebrations to mark the school's 450th Anniversary. Villagers had put up bunting and were waving flags as they lined Braintree Road to welcome the royal visitors and they later watched as the royal couple departed by helicopter from the School playing fields.
INAUGURAL NEIGHBOURHOOD PLAN MEETING ON 13TH MARCH 2014
Having produced the Parish Plan the next step is to go on and undertake a Neighbourhood Plan. The Neighbourhood Plan is a formal document which has to be consulted when UDC are making decisions on planning matters and so it gives the opportunity for the views of residents to be taken into account. If you would like to help with this project, and protect the character of Felsted for the future please come along to this informal meeting. The meeting will be held in the URC Hall, Stebbing Road, Felsted CM6 3JD and starts at 7.30 pm. Hope to see you there!
PUBLICATION OF THE FELSTED PARISH PLAN (20th February 2014)
The final Parish Plan document has now been produced and adopted by the Parish Council. The Plan reflects the views expressed by villagers in the survey which was undertaken at the beginning of last year and in the subsequent Exhibition. The Council intend to carry forward all the recommendations in the coming months.
Over the next couple of weeks a copy of the Plan will be delivered to every house in the village. The full detailed survey results will shortly be uploaded to this website for anyone who wants to look at all the data.
POLICE SURGERIES TO RESUME IN FELSTED (20th February 2014)
Following discussions between the Police and the Parish Council, it has been agreed that a monthly Beat Surgery will once more be held in Felsted.
A local officer will be available in Linsell Stores (Station Road, Felsted CM6 3DG) on the following dates:

REFURBISHMENT OF THE WAR MEMORIAL (20th February 2014)
This year, 2014, marks the 100th Anniversary of the start of World War 1. The Parish Council therefore feel that this is an appropriate time to arrange for the War Memorial to be refurbished. FELSTED PARISH COUNCIL – 1000TH MEETING ON 4 DECEMBER 2013 (17th November 2013)
The first meeting of Felsted Parish Council took place on 4 December 1894 in the then Board School. The Council has met regularly ever since and the 1000th meeting will take place (by co-incidence on the same date), Wednesday 4 December 2013 at the Primary School, Watch House Green. The same premises where it all began 109 years ago. The meeting will commence at 8pm and all members of the public are welcome.
PLANNING APPLICATION – UP TO13 DWELLINGS FRONTING BRAINTREE ROAD, WATCH HOUSE GREEN (SUNNYBROOK FARM) (17th November 2013)
An outline application has recently been received to build up to 13 dwellings fronting onto the road between Felsted village and Watch House Green (Braintree Road). The application would include the creation of a ‘school related car parking area’ (for use by the Primary School). The application number is UTT/13/2942/OP and full details can be found on the Uttlesford District Council website. Objections can be made by letter or online via the UDC website.
RESIDENTS INTERESTED IN AFFORDABLE HOUSING IN FELSTED (10th September 2013)
In 2010 the Parish Council carried out a Housing Needs Survey throughout the village and this identified a need, at that time, for 7 properties for rent under any Affordable Housing scheme. The property size varied from 1 to 4 bedrooms.
In July 2013 UDC granted permission for a number of Affordable Houses to be built as part of a larger development at Watch House Green (UTT/13/0989/OP). If and when this development is started, the Council want to be in a position to recommend that the Affordable Houses are allocated to people already living in Felsted or who have close connections to the village. They therefore need to keep an up to date list of people who would potentially be interested in one of these Affordable properties, either to rent or to buy.
If you would like to register your potential interest please contact the Clerk giving details of your name, address and telephone/e-mail details. Please also state the size of property required, whether it should be for rental or to buy and what your connection is to the village/ how long you have lived in Felsted.
The Council have no control over when, or indeed if, these properties are built so can give no guarantees that the properties will in fact become available or any likely timescale. We are simply, at this time, compiling a list of local people who may be interested in Affordable Housing in the village. All details submitted will be kept confidential.

APPLICATION FOR A PHARMACY LICENSE (10th September 2013)
A few months ago J T Health Ltd applied for a license to operate a pharmacy in the centre of Felsted. This was originally rejected by the NHS but the license has now been granted on appeal. The license is only a temporary one and if a full application, including details of specific premises etc, is not submitted to the NHS within 6 months (i.e. before 14th February 2014) then the permission will lapse. The Parish Council will be monitoring the situation throughout the next 6 months.
FELSTED SCHOOL -WORK ON BUILDING THE REPLACEMENT FOR FOLLYFIELD HOUSE (24th August 2013)
Follyfield House was destroyed by fire in 2012 and Felsted School have planning permission to build a replacement for it on a different site, off Stebbing Road. The work is scheduled to start on 27th August 2013 and last for approximately 1 year. The School are taking many measures to reduce the impact that the building work will have on residents but inevitably there will be some construction traffic and noise. PLANNING APPPLICATION – 5 HOUSES BEHIND THE THREE HORSESHOES, BANNISTER GREEN (22nd August 2013)
A planning application has been submitted to build 5 houses (one pair of semi-detached and a terrace of three houses) on land immediately behind the Three Horseshoes at Bannister Green. The owners of the pub itself were recently given permission for it to be turned into a residential dwelling and this will be further development of this sensitive site. The application is number UTT/13/2010/FUL and objections can be made by letter or via the Uttlesford District Council website.
NEW PARISH CLERK (1st August 2013)
On 1st August 2013 Diane Smith took over the role of Clerk from Peter Watson. Peter will however continue as Assistant Clerk.

FELSTED PARISH PLAN GROUP - EXHIBITION ON 29TH JUNE 2013
The FPPG are holding an Exhibition in the Memorial Hall, Braintree Road, Felsted on Saturday 29th June from 10am -4pm to showcase the preliminary results of the survey which was carried out last Autumn. It’s an opportunity to find out what everyone thought should happen to Felsted in the future and to give your opinions regarding what should appear in the final Parish Plan document. The result of the Photo Competition will be announced on the day and there will be lots of photos of Felsted, past and present to look at.
Try and find the time to drop in for half an hour, have a cup of tea and a cake and have a chat to the FPPG team. We look forward to seeing lots of you there.
PLANNING APPLICATION - LAND AT WATCH HOUSE GREEN (3rd May 2013)
A new planning application, number UTT/13/0989/OP, has been submitted for the site to the East of Braintree Road at Watch House Green and is for the construction of 25 dwellings with access from Braintree Road. Full details of the new application can be found on the Uttlesford District Council website (www.uttlesford.gov.uk) where individual comments can also be lodged. The Parish Council Planning Committee will consider the application at their next meeting on 15th May 2013 in the URC Hall, Stebbing Road, Felsted.

Following the resignation of Cllr Leigh Cranfield the Parish Council is now looking to co-opt a new Councillor. FELSTED PARISH PLAN - PROGRESS UPDATE (3rd May 2013)
Last Autumn the Felsted Parish Plan Group surveyed every house in the village to ask their opinions on how the village should evolve in the future. The data has now been analysed and the actual Parish Plan document is being drafted. An exhibition to promote the draft Plan will be held in the Memorial Hall on
Saturday 29th June 2013from to and we hope that many villagers will be able to come along.
COMPOST GIVEAWAY DAYS FOR 2013 (3rd May 2013)
Did you know that UDC turn all our 'Brown Bin' refuse into garden compost? They then offer the compost free to residents....the ultimate recycling. If your garden could benefit from some of this compost you need to turn up with suitable bags/containers at the following sites:-
Sat 11th May 2013 - Great Dunmow (Chequers Lane Car Park) and Stansted (Lower Street Car Park)
Sun 12th May 2013 - Thaxted (Margaret Street Car Park) and Saffron Walden (Swan Meadow Car Park)
Sat 18th May 2013 - Newport (Station Car Park)
All sites open from 9am to 3pm but its first come first served. There has been a very high demand in previous years so please arrive early to avoid disappointment.
NEW PUBLIC TOILETS (9th February 2013)
The construction of the new public toilets on the Playing Field behind the Memorial Hall is now complete. They are open during daylight hours every day of the week. As well as Ladies and Gents toilets with disabled access, there are also Baby Changing facilities.
We hope that everyone will appreciate these much needed toilets and use them responsibly, leaving them in the same clean condition that they would wish to find them.
ENODIS APPEAL FOR ADDITIONAL HOUSING AT FLITCH GREEN (9th February 2013)
The Planning Inspector has now decided that this matter should be decided at a Full Enquiry which will be held at the Uttlesford District Council Offices in Saffron Walden from 14-16th May 2013 commencing at 10am each day. Felsted Parish Council has joined together with Flitch Green Parish Council and will be formally represented at this Enquiry.
FELSTED PARISH PLAN (11th January 2013)
The response to the Parish Plan Survey carried out in Autumn 2012 has been very good but if you missed the opportunity to have your say, forms can still be picked up from and returned to the village shop (Lindsells). The larger the response from villagers the more influence the finished Plan will have, so please make sure that you do your bit.
A very big 'Thank you' to all those who volunteered to 'walk the streets' and deliver/collect the survey. Felsted is one of the largest parishes in the District which meant that many people had to walk large distances to cover their allocated roads...so we're all a bit fitter than when we started!
The Parish Plan Group are now speaking to commercial businesses, schools and community groups in the village to get their opinions for the future of Felsted. When this is complete both the public and the business surveys will be sent off to be analysed and it is hoped to hold another public meeting in the Spring to consider the results.
STANSTED AIRPORT 'EXPRESS SET DOWN' PARKING DISCOUNT FOR LOCALS
Did you know that Felsted residents can apply for a special card to give them reduced fees in the Express Set Down parking area at Stansted Airport? The normal charges are £2 for 10 minutes, £3 for 15 minutes and £50 (yes that's £50) for over 15 minutes but with the discount it's 50p for 10 minutes, 70p for 15 minutes but still £50 for over 15 minutes. The card is only valid in the Express Set Down and Pick Up area (it is NOT valid in the longer term car parks) but if you regularly take family or friends to the airport it's worth applying. You must live in the Uttlesford District Council area and each person and/or vehicle in a household needs to apply separately as the cards are non-transferable and work using 'number plate recognition' technology.
